Accountability and impartiality are both crucial the success of the Social Security Board. To achieve these objectives, the Social Security Board have a Board of Directors that is comprised of seven members that make sure our core values and mission statement are fulfilled.

Chairperson – Representing Employers
Mr. Ian S. Smith was born in Tortola, British Virgin Islands. He holds a B.A. in Economic Theory and M.A. in Economic Development from the American University in Washington, D.C.
In May 2014, after a 15 year stellar banking career as Senior Vice President and Region Manager, Loans and Credit Administration of Banco Popular de Puerto Rico’s Virgin Islands Region, Ian left to become a consultant with IJS H-Smith Co., providing financial, economic and management consulting, and the Chief Operating Officer of the Roosevelt Smith Group of Companies (which encompasses real estate development, hotel and marina operations).
Before joining Banco Popular de Puerto Rico, Mr. Smith was an Economist with the Government of the Virgin Islands (UK). Over the years, Ian has also held the following positions: Commissioner, BVI Financial Services Commission, Deputy Chairman, Telecommunications Regulatory Commission; President, BVI Bank Association; Chairman, Planning Authority; Member, Financial Services Business Development Committee;
Director, Development Bank of the Virgin Islands; and Director, Rotary Club of Tortola. He has also served on numerous other boards and committees.
Ian has and continues to make invaluable contributions to the socio economic development of the US and British Virgin Islands. During his tenure at the Bank, being one of the leading bankers in the VI, he was involved in all facets of banking and participated in major commercial transactions, in both the USVI and BVI. His expertise in banking, finance, and economics has proven invaluable in his service to the Virgin Islands.
Deputy Chairperson – Representing Employees

Mrs. Antoinette Skelton is the Director of the British Virgin Islands Social Security Board since 1990; prior to that she held the position of Deputy Director from 1982.
As the Director, Mrs. Skelton is charged with the administration of the Board and for the management of the Fund. Ensuring the financial viability, growth and profitability of the organization. She is the first female to represent the English-Speaking Caribbean on the Bureau of the International Social Security Association (ISSA) She is the longest serving member of the ISSA Bureau and during those years has on several committees of the ISSA and is presently a member of the Task Force on the extension of Coverage. She has lectures extensively on social security and management issues.
Mrs. Skelton holds a Bachelors degree in Human Resources Management from the Bernard M. Baruch College, City University of New York and a Masters degree (Honors) in Business Administration from Wright State University of Dayton, Ohio.
