Accountability and impartiality are both crucial to the success of the Social Security Board. To achieve these objectives, the Social Security Board have a management body that is comprised of seven members that make sure our core values and mission statement are fulfilled.

Mrs. Antoinette Skelton is the Director of the British Virgin Islands Social Security Board since 1990; prior to that she held the position of Deputy Director from 1982.
As the Director, Mrs. Skelton is charged with the administration of the Board and for the management of the Fund. Ensuring the financial viability, growth and profitability of the organization. She was the first female to represent the English-Speaking Caribbean on the Bureau of the International Social Security Association (ISSA) She is the longest serving member of the ISSA Bureau and during those years sat on several committees including the Task Force on the extension of Coverage. She has lectures extensively on social security and management issues.
Mrs. Skelton holds a Bachelors degree in Human Resources Management from the Bernard M. Baruch College, City University of New York and a Masters degree (Honors) in Business Administration from Wright State University of Dayton, Ohio.
Mrs. Jeanette Scatliffe-Boynes, is the Deputy Director of the British Virgin Islands Social Security Board since 1991.
As the Deputy Director, Mrs. Scatliffe-Boynes shares the responsibility with the Director of the organization’s development and the organization’s public relations and human resources. She also coordinates the administration of the day to day operations operations of the organization.
Mrs. Scatliffe-Boynes attained her undergraduate degree from Pace University and a Masters degree (honors) in Administration from Wright State University, of Dayton Ohio.
Mr. Everette Frazer is the Investment Manager of the British Virgin Islands Social Security Board and is responsible for the management of local and overseas investment products; ensuring adequate liquidity to service debt and other cash flow requirements and advises on investment opportunities locally and overseas.
Mr. Frazer holds his Bachelor’s of Science Degree, with a major in Finance and a minor in Economics from Hampton University in Virginia, USA.
Mrs. Linda Allen is the Benefits Manager of the British Virgin Islands Social Security Board and is responsible for managing the insurance function and also oversees the activities of the Benefits Departments.
Mrs. Allen holds her Associate’s Degree in Business Administration from the H. Lavity Stoutt Community College. She also holds an Executive Diploma in Social Security Management from the University of the West Indies.
Information Technology Manager
Mr. Collin Scatliffe is the Information Technology Manager of the British Virgin Islands Social Security Board and is responsible for the programming requirements of the Board; setting the direction for Information Technology development and overseeing implementation of projects.
Stacy Lloyd, PHR
Human Resources Manager
Ms. Stacy Lloyd is the Human Resources Manager of the British Virgin Islands Social Security Board and is responsible for the formulation and review of human resource management and administration policies.
Ms. Lloyd holds a Bachelor’s in Business Management in Human Resources and a Master’s Degree in Human Resource Management with a specialization in Organizational Management. Ms. Lloyd is also a certified Professional in Human Resource (PHR) with the Human Resources Certification Institute.
Ms. Anthony is the Compliance Manager of the British Virgin Islands Social Security Board and is responsible for effectively enforcing the provisions of the Social Security Act and Regulations with special emphasis on defaulters.
Ms. Anthony holds a Associates Degree in Paralegal Studies from the University of the West Indies and a Bachelor of Law degree with a minor in Politics from the university of Buckingham in the United Kingdom.
